A United States government document issued by the Office of Management and Budget, OMB Circular A-11, also called “Preparation, Submission and, Execution of the Budget”, contains section 280, which sets forth requirements for agencies to create a comprehensive inventory of all IT investments, establish performance metrics for those investments, and develop a five-year strategic plan for managing those investments. The section also requires agencies to use a standard cost accounting methodology to assess the costs and benefits of each IT investment and to regularly assess and inform on the execution of those investments.
Additionally, Section 280 also mandates that agencies adhere to the Federal Enterprise Architecture (FEA) framework when developing their IT strategic plans and making IT investment decisions.
